ed at Samchun were sent there at your request, and that I, paying due regard to international friendship,and being most. anxious that our relations should remain undisturbed, immedi- ately accededto the request preferred, The preseent, action of the Hongkong civil and military officials is utterly un- reasonable. I must therefore request you to communicate with the Governor of Hongkong, so that he may enquire into the circumstances and speedily favour me with a reply.
